ARCENT is US Army Central, the Army component command to US Central Command. 
It was previously the Third US Army, and was redesignated as US Army Central in 
2006, under which name it remains today. It is based at Shaw AFB, SC.

Joint Forces Land Component Command is just a generic term for land 
forces in any theater of operations.
ARCENT was never "redesignated" as 
CFLCC. It is always ARCENT. Rather, it was given the responsibility of a CFLCC 
in Iraq in the post-occupation stage of US involvement.
The flag is horizontally divided white over red, with a blue disk in the 
center with red/blue rings bearing a white letter A.

CJTF-Operation Inherent Resolve is the structure within US forces currently 
 operating in Iraq and Syria. ARCENT provides Army forces to that task force.
 
Operation Inherent Resolve is an official DOD campaign for the purposes of 
 awards and honors, and is divided into four phases:
Abeyance 15 June 
 2014-24 November 2015
Intensification 25 November 2015-14 April 2017
 Defeat 15 April 2017-1 July 2020
Normalize 2 July 2020-ongoing
Once 
 each campaign phase is assigned an end date, an organization that took part in 
 that phase can attach a campaign streamer to its organizational flag. The main 
 US Army flag will also receive the streamer. Currently 3 of the 4 phases have 
 them. An example of such a streamer is attached.
